Users from all countries can access the ICDL. The ICDL is primarily designed for children, but anyone and everyone can use it. To be more specific, the ICDL’s target audiences are: “children three to thirteen years of age and the adults who work with them, as well as international scholars who study children’s literature” (Hutchinson et. al, 2005).
